Louis A. Lucia

June 23, 1925 ~ November 6, 2017 (age 92) 92 Years Old

Warren - Louis A. Lucia, 92, passed away Monday, November 6, 2017 at home.

He was born June 23, 1925 in Brooklyn, New York the son of the late Louis A. and Theresa (Flocco) Lucia. 

After graduating from New Utrecht High School, Brooklyn, in 1943 he enlisted in the U. S. Army where he served as a Topographic Draftsman in Hawaii and a Japanese language interpreter in Osaka, Japan. Upon his honorable discharge in 1946, Lou enrolled in Davis & Elkins College, Elkins, West Virginia, where he studied until transferring to Fairmont State College, Fairmont, West Virginia in 1948. He received his Bachelor of Science degree in Business Administration in 1950. 

Lou went home to New York City after graduation and found work with Arthur Anderson & Co. He returned to Fairmont where he worked as a public accountant before joining the Internal Revenue Service (IRS) in 1957.  

Lou’s position with the IRS allowed him to move to Warren, Ohio in 1958 to be near members of his wife Phyllis’ family. During his tenure with IRS, Lou undertook a number of varied assignments including serving as the Agent-In-Charge of the Taxpayer’s Assistance Program in the Cleveland District, acting as a Spanish and Italian translator for taxpayers, and teaching courses on tax law. After 35 years of faithful Government service Lou decided to “live it up” and retired from the IRS in 1989 as an International Examiner.

Soon after retirement, Lou opened his own tax practice as an Enrolled Agent on the corner of Market and Park in Warren. He later brought his practice home and continued to support the tax needs of local businesses and individuals throughout his life. 

Lou was active during his entire life. He was an avid golfer and racquet ball player. He enjoyed a rousing game of Morra whether in a tournament or in an impromptu match with friends. Lou also loved to travel with his partner, Janet.  They toured the United States, settling down each Spring and Fall in their second home on Fripp Island, South Carolina. They visited each of the 50 states and toured the National Parks. They also greatly enjoyed travelling throughout Europe and made multiple trips to Germany to attend Octoberfest. A cruise on the Queen Mary II during its maiden season was a special highlight of their travels. 

Lou loved the Warren community and was a member of many local organizations including the Italian American Club, the Sons of Italy, the Loyal Order of the Moose, the Slovak Club and the Veterans of Foreign Wars. He also served as Treasurer and Trustee of the Warren Football Association and was a founding supporter of the Nick Frankos’ Memorial Scholarship established to commemorate his dear friend. Lou was a loyal member of Trumbull Family Fitness and worked out and played racquetball there into his 90s.  

He is survived by daughter, Elizabeth (Frank) Cisterino of Port St. Lucie, Florida; sister, Nelida Capizzi of Brooklyn, New York; brother-in-law, Ed Sepe of Jackson, New Jersey;  Nephews, Robert and John Capizzi of Brooklyn; nieces, Lisa (Steve) Kirkman of Patterson, New York and Olympia Moro of Long Island, New York; step-daughters, Sallie Keith of Lakewood, Ohio and Katherine Keith (David Nelsen) Marshall of  Township, Pennsylvania; great nieces Jessica, Gabrielle and Lauren Moro; step-grandsons Michael and James Nelsen; and many, many beloved friends.

Lou was preceded in death by his parents, his wife Phyllis (Shimbo), his twin Olympia Lucia and his longtime partner Janet Keith of Liberty Township. 

A Memorial Service will be held at 3 p.m. on Saturday, November, 18, 2017 at the Peter Rossi & Son Memorial Chapel, 1884 North Road NE, Warren, OH 44483.

 Family will receive relatives and friends from 1 p.m. until the time of the service.

In lieu of flowers, donations may be made in Lou’s name to Trumbull Family Fitness, 210 High Street NW, Warren, OH 44481.
