Obituary

HOWLAND: John Emanuel, 78, died on March 4, 2016. He was born in Mingo Junction, Ohio the son of Rose and Joseph Emanuel. He graduated from Mingo High School, The National Academy of Broadcasting and Franciscan University. He was first employed for ten years by WSTV TV in Steubenville, Ohio. Mr. Emanuel then joined the Social Security Administration where he quickly rose to the positon of District Manager for Trumbull and Portage Counties and served in Warren for 20 years, the longest tenure of any Social Security Manager. During his SSA service he served as chief negotiator on several national negotiation teams in Baltimore and trained managers throughout the country. His SSA career included working in Steubenville, Cincinnati and Cleveland as well as in Muskegon, Michigan and Baltimore. He traveled extensively throughout the country as a labor relations expert. He received numerous awards including the highest SSA award given, the Commissioner Citation. A US Army veteran he was also active in business and was co-owner of J and J Sohio Service in Mingo and Candlelight Knolls family recreation in Bazetta, Ohio. He also served as an independent consultant negotiating labor agreements for local governmental entities. Most recently he was vice president and co owner of A & E brokers and Consultants. While working for SSA, Emanuel served on the Howland Board of Education for six years, the Howland zoning board for four years and as a Howland trustee for twelve years. Following his retirement from SSA he served as the Howland Township Administrator for eight years. Total time serving Howland Township in various capacities was 28 years. Throughout his time in elected office he was most proud of never being on a board which raised any taxes. In Howland Township he spearheaded many new initiatives which improved the quality of life, including the construction of the new administration building which was totally paid for upon completion, and initiating the first 4th of July parade in the township. He wrote and the township received numerous grants during his tenure including grants for infrastructure, the first income for township wetlands, sidewalks and a diversion program. While administrator the township was recognized as a Red Carnation community an award given to outstanding governmental entities. . An individual who truly reflected the best in public service the Tribune Chronicle once did an article about him titled a man for all seasons because of his work for and with the elderly and his volunteer activity for children. Extremely active in community affairs Emanuel served as President of the Howland Athletic Club, The Howland Tiger booster club and as an officer in the Howland Little Tigers. He received the Hero's Award from the Warren Sports Hall of Fame and was inducted into the Howland Schools Sports Hall of Fame. He formerly served on the boards of Scope, Children's Rehabilitation Center, Office of Elderly affairs, United Way, Family Services. Kent State Advisory Committee, and as a lay member of the Trumbull County bar association grievance committee. He served as an usher and member of Blessed Sacrament Church and was a precinct committee person for many years. He was instrumental in forming the first soccer program in Howland and also was A prime mover for establishing a branch library in Howland. A sports enthusiast he was an avid follower of Ohio State, the Cleveland Indians, Browns and Cavaliers but his greatest joy in life was spending time with his family. He enjoyed reading, gardening, traveling and spending time with friends. He spent the winter season in Sarasota, Florida. He is survived by his loving wife of 53 years Jeanne who he married in 1962, three children Joseph Emanuel (Katie) of Fairfield Connecticut, Gina Konicek (David) of Tampa, Florida and John Emanuel (Amy) of Springboro, Ohio and seven grandchildren John, Maria ,Nick, CJ, Bella, and Rose Emanuel and Gabriella Konicek and a sister Joy Lewis (John L ) of Bend, Oregon. He was preceded in death by his mother and father and sisters Connie Zito and Rosemary Dittmar. Family and friends may call Sunday, March 6, 2016 from 3:00 to 5:00 p.m. and Monday, March 7, 2016 from 10:00 to 10:30 a.m. at the Peter Rossi & Son Memorial Chapel, 1884 North Rd. NE, Warren, Ohio. A Mass of Christian Burial will be Monday at 11:00 a.m. at Blessed Sacrament Church in Warren with Rev. Thomas Eisweirth officiating. Burial will be in Howland Twp. Cemetery.
